Does a 16 year old living in CT have the right to refuse to see her father (whom I was never married to)?

her father is obsessive calling her 8+ times a day, treats her like she 5 yrs old emails her teachers daily for updates on her grades etc. bsically she can't stand him. we do have joint custody but I am the custodial parent
