How do I file a formal complaint against a federal DHS officer?

I was recently at an event in Tacoma, Washington where security was provided by officers of the US Department of Homeland Security. I feel as though I was hared by one of the officers. At the end of the event I asked the officer for his badge number and after much hesitation he gave me that information. I was wondering how I would go about filing a formal complaint against this officer.
